Zambia Infrastructure Report

BMI View : Zambia's construction sector remains buoyant as a healthy pipeline of new projects attracts investor interest and foreign participation in the infrastructure market . The country has successfully launched its first Eurobond, with around 90% due to be used for road, rail and energy infrastructure projects. We anticipate construction growth to average 7 % over BMI's 10-year forecast period (201 4 -202 3 ); a downward revision on previous estimates as project delays hamper investment returns.

The construction sector is being targeted under the broader reform agenda of the Patriotic Front Government, led by President Michael Sata, who came to power promising to root out corruption. He has made substantial progress on that front, and this has been particularly evident in the construction sector, including management changes at Zesco, the road development agency, a freeze on construction to ensure proper permitting processes and the seizure of the national railway in September 2012. Tough action in the industry is likely to create a more transparent sector over the longer term. One important impact of the reform agenda has been an uptick in development funding, providing financial support to a number of crucial projects in the power sector.

Key developments in the sector are:

  • The African Development Bank (ADB) has announced that it will provide a US$150mn loan for the construction of a 300MW coal-fired power plant as well as the revamping of the Maamba coal mine in Zambia. Maamba Collieries Limited, a joint venture between Singaporean conglomerate Nava Bharat and state-controlled Zambia Consolidated Copper Mines, will develop the facility. The project would help deal with the problem of unregulated and spontaneous self-combustion of tonnes of currently unused low-grade coal while producing electricity to combat power shortages in the country.
