BMI View: Turkey will remain heavily dependent upon oil and gas imports for the foreseeable future. Phase II of Shah Deniz and t he decision to proceed with the TAP and TANAP natural gas pipelines will cement Turkey's position as a critical transit country , and also secure 6bcm of new supplies for Turkey's domestic market. There is upside potential to domestic energy production   from the Black Sea and unconventional development s , although it remains too   early   for either to be factored into our forecasts.   M ounting investment into exploration activities underscores the government's growing commitment to increasing its domestic resource base.

The main trends and developments we highlight for Turkey's oil and gas sector are:

  • In June 2014, SOCAR agreed USD3.29bn in funding from 23 lending institutions to support the construction of the STAR refinery. The Azeri company will be funding the remaining USD2.2bn of the project.

  • In July 2014, TPAO and ExxonMobil entered talks regarding the exploration of shale gas. TPAO is also reportedly in talks with OMV and MOL.

  • In early July the World Bank approved a USD400mn loan to finance Turkey's first gas storage facility.
