Tanzania Telecommunications Report

BMI View: Despite a mobile penetration rate of just 55.2%, growth in Tanzania's mobile market has slowed down considerably, due to the discounting of inactive SIMs throughout 2013 and weak network coverage and take-up of services in rural areas, where around 70% of the population lives . However, the market has shown signs of improvement in the final quarter of 2013 and beginning of 2014 and BMI forecasts positive subscriptions growth throughout the five years to 2018. We believe government investment in network expansion through the Universal Access Fund as well as operators' sale of their mobile towers to dedicated infrastructure firms will encourage ongoing expansion of networks to underserved areas. Meanwhile, by offloading tower assets, mobile operators will be able to concentrate on adding value through improved non-voice service offerings, while expanding their 3G footprints more quickly and cost effectively.

  • The mobile sector grew 2.0% in Q114, compared to growth of 2.2% in the previous quarter and 0.8% in Q113.

  • Mobile ARPU declined for the third consecutive quarter in Q214, following a steady rise in ARPU between 2010 and 2013.

  • MFS users have continued to rise, and Vodacom reported that M-PESA accounted for 18.8% of revenues in Tanzania during the year to March 2014.

  • The fixed-line market recorded significant net losses in Q114, which was the fifth consecutive quarter of contraction.

Risk/Reward Rating

Tanzania ranked 19 th with a score of 39.4 on the BMI telecoms Risk/Reward Ratings (RRR) table for Sub-Saharan Africa in Q414. Although its score remained unchanged from last quarter, it dropped two places from 17 th position last quarter. Tanzania's rating is boosted by its comparatively high Industry Risks score, although this could be negatively affected if the government succeeds in reclaiming full ownership of incumbent telecoms operator Tanzania Telecommunications Company Limited (TTCL).
