BMI View:   The Libyan domestic food and drink industry will continue to suffer from political instability and severe government spending cuts. In June 2014 parliamentary spokesman Omar Hmeidan said that lawmakers had approved a budget of LYD56.5bn ( USD47bn ) some 15.4% lower than the level proposed in the original budget document . These budget constraints will weigh heavily on economic growth and consumer spending this year.

With drastic cuts to spending unlikely and with our projections for the country's oil production averaging only 350,500 b/d (down 64.7% compared to 2013's 993,000 b/d), the government will resort to much larger funds other than oil revenues, than it has projected in the budget. Whilst we maintain that Tripoli will manage to stave off a full blown financial crisis in 2014, substantial risks remain on the cards especially should H214 oil exports continue to fall, or the country returns to full-blown civil war.

Libya Witnesses More Agricultural Trade Interest: In April 2013, local press reported that Turkish flour exporters visited Libya in a bid to promote their produce in that country. The Turkish companies, represented by Turkish Flours, Yeast and Ingredients Promotion Group, participated in the 41st International Tripoli Trade Fair. Around the same time, The Tripoli Post reported that exports of cattle to Libya resumed 17 years after the ban on imports from the EU was imposed by the Libyan government over fears that bovine spongiform encephalopathy would spread from Europe.
