BMI View: Cambodia's garment industry is a mainstay of the economy, and has the potential to become increasingly important as it moves up the value chain with the help of improved infrastructure, training, and regional integration. Political uncertainty stemming from growing opposition to the government's rule poses a risk, but is unlikely to derail the industry's strong growth.

Cambodia's economy is among the most heavily leveraged to the garment sector in the entire region. Recently released figures from the Garment Manufacturers Association in Cambodia (GMAC) for 2013 show that garment exports accounted for 73% of Cambodia's total merchandise shipments, equal to US$4.9bn. With a young and rapidly growing population, low costs of production, a favourable geographic location, improving infrastructure, and increased openness to international trade and investment, the outlook for Cambodia's garment industry is very bright. As such, we expect to see double digit growth in export volumes over the coming years. That said, there are a number of key risks, mainly in the form of political uncertainty.

Cambodia's textile manufacturing industry is positioned in the final stages of the garment production cycle, which involves importing most of its fabric from around the region and applying the final touches on production before products are shipped off to the US and Europe, the two main export destinations. The country has been a major beneficiary of the EU's generalized system of preferences (GSP), which grants virtually all products excepts arms and ammunition from less developed countries (LDCs) duty-free and quota-free access into the EU market. Regarding exports to the US, the Bilateral Trade and Investment Framework Agreement, signed in 2006, also allows favourable import terms.
