France Telecommunications Report

BMI View:   Numericable consummated its acquisition of mobile operator SFR in late December 2014, putting the French converged services market on a new path for growth. By combining SFR's mobile and wireline broadband businesses with its core pay-TV and broadband operations, and rounding out the offering with the purchase of MVNO Virgin Mobile France , the enlarged entity will put increased pressure on Orange , Bouygues Telecom and Iliad / Free . Having had an audacious take-over offer for T-Mobile US spurned in the summer, Iliad could now turn its attention on Bouygues Telecom, which is struggling for traction in an increasingly value focused market. Organic growth in mobile is proving elusive while wireline voice becomes less relevant as a standalone offering, putting broadband-centric operators in the driving seat.

Key Data

  • Overall mobile subscription growth reached 5.0% year-on-year (y-o-y) in Q314, but there are higher growth areas such as machine-to-machine communications for which subscriptions increased by 22.0% y-o-y to 7.922mn in Q314.

  • Broadband subscriptions grew strongly in 2013, considering the high penetration rate. Total broadband subscriptions increased 4.1% to 28.492mn and a penetration rate of 44.3% at the end of 2013.

  • Mobile operators again faced steep declines in ARPU in 2013 as MTR cuts and IP substitution countered increases in data revenue. Market average monthly blended ARPU declined 13.3% y-o-y to EUR25 in 2013.

Key Trends And Developments

Netflix launched in France in the third quarter of 2014. The US-based streaming video service provider had widely been expected to make France a focal point for its European expansion initiative and it was as much a response to the threat posed by Netflix as underlying commercial pressures that drove Numericable to buy SFR and Virgin Mobile France. Incumbent Orange already does well out of its triple- and quadruple-play offerings and the pairing of Numericable and...
