France Telecommunications Report

BMI View:   An intensification of competition since the launch of Free Mobile in Q112 has added to pressure on revenues from regulatory measures such as MTR cuts and resulted in operators reformulating their strategies and even market exits. Compounding the pressure on revenues is the shift in consumer behaviour as they increasingly adopt IP alternatives as smartphone penetration rises, leading to declines in the volume of voice and SMS services being consumed. However, there are positive trends as operators are making headway in the development of higher value data services, but in terms of financial performance , they are not yet offsetting the decline in traditional services. Meanwhile, in the wireline market , more players are entering the converged services market; the rise of triple- and quad-play packages makes it difficult for established players to continue growing.

Key Data

  • Overall mobile subscription growth slowed to 4.7% year-on-year (y-o-y) to Q114, but there are higher growth areas such as machine-to-machine communications for which subscriptions increased 36.9% y-o-y to 7.276mn in Q114.

  • Broadband subscriptions grew strongly in 2013, considering the high penetration rate. Total broadband subscriptions increased 4.1% to 28.492mn and a penetration rate of 44.3% at the end of 2013.

  • Mobile operators again faced steep declines in ARPU in 2013 as MTR cuts and IP substitution countered increases in data revenue. Market average monthly blended ARPU declined 13.3% y-o-y to EUR25 in 2013.

Key Trends And Developments

The threat of consolidation has been evident in France since the launch of Free Mobile in 2012 which squeezed operator financial performance. The consolidation trend gained momentum in April 2014 when a EUR13.5bn (USD18.5bn) cash and shares deal for between Vivendi and Numericable was struck for mobile operator SFR. An offer from Bouygues Telecom was rejected by Vivendi in favour of Numericable's offer as Vivendi confirmed that...
