France Infrastructure Report

BMI View :  We have further downgraded our construction industry real growth forecast for France in 2014 to -4.2% on the back of weaker than expected industry data for H114 and overall economic underperformance. As such, we expect France's construction industry contraction to continue over 2015, making it eight years of consecutive negative growth.

Key Trends And Developments

  • The outlook for France's residential sector is pretty bleak. We believe the housing market is not particularly attractive to investors, implying that investment flows will keep growth at a low level. This is in addition to a banking sector in bad shape, tightening borrowing conditions, and the declining purchasing power of French households.

  • Despite the weak performance in France's construction industry, we highlight potential for recovery in the transport infrastructure sector on the back of a series of project announcements. We highlight the roads and airport sub-sectors as the main beneficiaries of recent activity in the construction industry.

  • Of the three sub-sectors making up energy and utilities infrastructure industry value, power plants and transmission grids account for the overwhelming majority of energy and utilities infrastructure industry value. This is due to the investment in overhauling and expanding the country's power grid.

  • In terms of renewables, we expect about 500MW of wind capacity to be added to the grid in 2014, which is about half of the average wind capacity installed in the past five years. This is because the incentives for wind energy have been greatly reduced over the past few years, while the turnaround time for wind projects has lengthened due to numerous regulatory proceedings.

Risk/Reward Rating

In spite of the overall cautious outlook, France fares significantly better than its other developed counterparts in BMI's Infrastructure Risk/Reward Ratings, scoring 67.7 - higher than the developed market average of 64.7.
