Chile Oil & Gas Report

BMI View:   Chile is on the wrong side of the supply demand curve and recogni s es that it has little chance of increasing do mestic oil and gas reserves to change that reality. Nevertheless, its new government continues the tradition of a liberal economy, transparency of regulations and encouragement of foreign investment . It is attractive for small explorers interested in a low above - ground risk environment with potential upside risk due to shale formations. The real opportunities are in liquefied natural gas (LNG) and crude as well as refined product importation. A new presidential administration with a centre-left agenda came into power in March 2014 , and released an energy strategy that commits the country to another LNG import terminal and encouraging small explorers. 

The key trends and developments in the Chilean oil and gas sector are:

  • Returning to power after a one-term hiatus, centre-left President Michelle Bachelet unveiled a new national energy strategy with USD650mn in capital spending plans. After environmental NGOs successfully lobbied to stop a major hydro development that the previous government hoped would reduce oil and gas imports and avert an impending electricity shortage, the government is turning to more LNG. Bachelet has announced plans for national oil company  Empresa Nacional del Petróleo (ENAP) to lead the construction of a new LNG receiving terminal in the south-central area of the country. That would be the fourth in Chile. ENAP will be seeking international partners for the venture. Other oil and gas elements include pressing ahead with tight oil and shale gas exploration as well as coal-bed methane extraction in the south. On the renewable side, the government is committing to new wind and solar projects. The remainder of the money will go towards connecting and strengthening the divided national grid and converting coal-powered electrical generation to gas.
